Position Purpose : The purpose of contract administration office is to ensure the delivery of cost effective and reliable services to a high standard. Once the successful supplier or contractor has been confirmed, pro-active contract administration practices will ensure the following aspects:

3.1 Service delivery is in compliance with agreed contract conditions and standards.

3.2 Ensure value for money through performance monitoring of the contractor against contract requirements

. 3.3 Potential service difficulties are identified and alternative strategies are devised.

3.4 Costs are monitored and kept within budget constraints.

3.5 Identify service improvement opportunities.

3.6 Meet both contracting parties’ business requirements and manage all necessary service changes.

3.7 Constant communication to ensure the successful co-ordination of the contract through documentation and evaluation of agreed processes.

Position outputs : CONTRACT ADMINISTRATION Supplier Management

3.8 Ensure signed contract is in place between the contracting parties timeously.

3.9 Monitor spend and compliance to approved contract value.

3.10 Day to day management of the consultants and/or suppliers as per terms and conditions of the contract.

3.11 Perform regular operational meetings with consultants and/or suppliers

3.12 Resolve operational issues as they arise.

3.13 Monitor performance data and address non-conformance Invoicing and Payment

3.14 Ensure invoices comply with contracted rates

3.15 Ensure payment is made to consultants/suppliers within payment terms.

3.16 Invoice disputes and dispute resolution

3.17 Ensure invoices are compliant and paid according to the terms of the contract.

3.18 Manage contract related payment disputes Contract Administration 3.19 Participate in the establishment of and understand the operation of the Contract and Supplier Management Plan

3.20 Place purchase requisitions and organise work requests

3.21 Advise the project and procurement teams of any changes in scope, product, cost or service supplier

3.22 Negotiate changes in scope, product, service and associated terms and pricing in consultation with the contracts manager and project managers. 3.23 Ensure a contract file is maintained that meets audit requirements. 3.24 Ensure the project progress reports {PPR’s) are completed in a timely manner. Compliance and Monitoring

3.25 Comply with contract terms and conditions

3.26 Engage with Supply Chain, Project Managers and/or Suppliers (Consultants) to resolve supplier I end-user generated complaints regarding contract compliance

3.27 Ensure two-way communication with the consultants I supplier. Facilitate resolution of unresolved issues that occur in between review meetings by bringing the Business Owner, Consultants and/or Suppliers together to solve issues and ensuring agreement on action plans between the Business. Continuous Improvement

3.28 Formulate, implement and monitor improvement plans stemming from regular contract review meetings and noncompliance issues to ensure supplier is performing at expected levels /KPl’s.

3.29 Facilitate improvement plans stemming from regular contract review meetings to ensure Supplier performing at expected levels/KPl’s. Contract Review – Lessons Learn

3.30 Participate in strategic contract review to determine future of contract at expiry

3.31 Facilitate strategic contract review meetings to determine future of contract at expiry (e.g.: contract extension, new tender process etc. IMPLEMENTATION PLANS

3.32 Identification, registration, distribution and filing of contract documentation. 3.33 Ensure effective use of tools in compliance with Transnet system and procedures.

3.34 Maintain (automatic) submission/document tracking system to facilitate timeous approval. COSTS AND FINANCING

3.35 Facilitate negotiations with tenders on CAPEX projects.

3.36 Ensure that contracts are renewed timeously and ensure that there are no services which are procured without a contract. Decide on mechanisms to be used on contract variation.

Qualifications & Experience : Diploma in Supply Chain and / or Diploma (Industrial, Mechanical, Civil or Electrical Engineering or Quantity Surveying) At least 3 years relevant experience in Procurement and Contracts Management role.
